History

Edward Dambach owned a planning mill where the park and pool now reside. He donated the land with the stipulation that it could only be used for a park. Subsequently, it has been named EDCO for the Edward Dambach Company.

Who We Are

Evans City Park Authority

The EDCO Park and pool are operated by the Evans City Park Authority, a tax exempt, self-supporting government business. We are accountable to the Evans City Borough Council. Authority members are a dedicated group of volunteers who work to maintain and enhance the park and pool. We are appointed to serve 5 year or longer terms. Mission Statement

Our goal is to share the pride we have for Evans City, and represent our community members respectfully while providing safe, clean, family friendly amenities, where visitors can play and relax; where vandalism and bullying are obsolete. EDCO Park is a place where respect and accountability govern actions so everyone feels welcome.

Funding

The continual increase in pool standards, government regulations and rising costs has had an impact on EDCO. The operating budget has jumped from 50K in 2019 to approximately 80K 2023. In order to keep membership fees, current hour/ days open and services affordable we continue to need your help and support.

How you and your family can help.
  • Encourage friends and family to join the pool. Support the concession stand.
  • Rent the pool, pavilion, or both. Participate in swim lessons/camp, water activities and evening events.
  • Volunteer, support, organize fundraisers or solicit donations.

Pool Information

Pool Access

We are required by the state to have an accurate count of all people within the pool fence area. When you come to the concession area, please sign in on the member’s side. You may write your last name and the number of members entering. Our staff is committed to getting to know you and your family members by face and name. You may be asked to show ID to verify your membership.

Guest Passes

Daily guests are always welcome at the current admission fee and cannot replace a member on your membership who is not swimming that day. Only those listed on your application will be permitted into the pool without paying a fee.

Non-Swimming Observers

Anyone in a swimsuit will be charged the daily admission fee. All fully clothed non-swimming observers accessing the pool area with members or with paying guests on low attendance days will not be charged admission. A fee will be charged on busy days.

Transferable Guest Passes

Transferable guest passes are limited to two (2) per membership and are required to be purchased with your membership. This pass will allow you to bring a different guest every day all season. You must sign this person in as a TP guest.

Concessions

The concession stand is the hub of the park/pool. It serves as the first aid station. If you’re hungry, we offer a healthier selection of affordable sandwiches as well as treats and drinks. We also stock pool toys, goggles, and sunscreen. You will find a host of services we provide including: swim lessons, swim camp, birthday parties, pool rentals, pavilion rentals and fundraisers. If you have a question, just ask. Our friendly staff will be happy to assist you.

EDCO Bucks

Protection from theft or loss of pool spending money is guaranteed when you use EDCO Bucks! This card is a great way to start teaching kids responsible spending and earning habits! (It’s amazing what kids will do to earn their own spending money!) Cards are sold in dollar denominations and are reloadable over the summer. The cards are kept on file in the concession stand so they can’t be lost. Card holders are able to deduct the cost for food, drinks, goggle rentals, concession merchandise or admissions. We even let you limit what can be bought and how much can be spent daily.

Coolers

No coolers or food is permitted within the pool area. You may use the pavilions in the park for picnic lunches. But, please remember that concession sales help support the pool. Medical coolers are always permitted with our approved tag.

Programs

Please look at pool signage and our website for dates and times for swim lessons, private lessons, swim camps, water aerobics, night swims, day camps, etc. registration forms are at the concession stand.

Smoking

Smoking and or vaping is only permitted in designated areas outside the pool fence.

Inclement Weather Policy

Management, due to low attendance, cold temperatures (below 68° F), inclement weather, or any other safety factors may close the pool. If the weather improves, the pool will reopen. If the pool does not reopen by 4:00 pm, it will remain closed for the day to the general public.

Pool Rules

The Staff at EDCO practices prevention as the best medicine. We have a zero tolerance for unsafe behavior from parents and children. For everyone’s safety, please practice and teach your children the rules to safe swimming.

  1. Wash your hands after using the restrooms and/or changing diapers. SHOWER before entering the water. This is an important part of keeping our water clean and safe. Germs on you put germs in the pool. Be sure to accompany your children to the restroom and to use soap to wash private parts to remove fecal residue after using the restroom and before entering the pool.

  2. Never swim with open sores or wounds. Swimming with open wounds or sores can not only infect the water but can expose you to biohazards.

  3. Do not swim 24 hours after you have diarrhea. Fecal matter can leak contaminating pool water.

  4. Keep pool water out of your mouth. Stay Healthy!

  5. Swim Diapers are required for non potty-trained children. If your child has an accident in the pool there will be a $40.00 fecal contamination fee. Check and change swim diapers often and only in the restroom area. Wash the baby with soap and water before returning to the pool. Any diapers changed in the pool area will force the staff to close the area and disinfect, please help us enforce this rule. Swimmy diapers are available at the concession stand.

  6. No Glass Containers, No outside food in the pool area.

  7. No Running, No Horse Play, No Profanity!

  8. No Pets in the Pool Area.

  9. Never Swim Alone, No Diving in Shallow Area.

  10. One Bounce on the Diving Board, Jump Straight off.

  11. You must be able to swim a length of the pool to enter the deep end or use the diving board. (We ask that you please see a manager so they can send a lifeguard to observe your swimmer complete the swim test.)

  12. Children under 12 must be accompanied by a responsible person at least 18 or older.

  13. Children under the age of six must be accompanied in the water by a responsible party at least 15 years old.

  14. Lifeguards have final say!

  15. Other rules may be applied or enforced as deemed necessary by the lifeguard(s) on duty. If you have concerns or praise with a lifeguard’s job performance please see a manager.

Emergency Action Plan/ EPA

The Guards and staff at EDCO practice EAP. We are always prepared and ready to handle an emergency. Your understanding and/or assistance could make the difference between life and death.

WHISTLE SIGNALS:

Know your whistle whys

One long blast will be followed by a verbal command to clear the water. In a water emergency, adults can help by hurrying children out of the pool fence. Please stay out of the walking areas so that the lifeguards and staff can perform their duties. Please help us respect the need for privacy in emergency situations.

Park Information

The park is open from dusk to dawn and may be locked down for certain events. The pavilions are available to use any time they are not reserved for rentals. Rental applications can be found online or in the concession stand. The playground, volleyball, basketball, shuffleboard, and horseshoe courts are available for play. Balls and equipment are at the concession stand to use for a nominal donation. Please instruct children not to dig or play in the sand at the volleyball court as this damages the court material and tracks sand into the pool. Garbage and recycling cans are provided throughout the park and pool; please help us keep it clean!
